Educational Background
Rebecca Wilson Lowe has worked and volunteered in the
field of social services for nineteen years. She
graduated from Bryn Mawr College in 1988 with a
bachelor’s degree in psychology. Lowe returned to Bryn
Mawr and in 1992 received her Master’s of Social Service
with a concentration in advocacy, planning and program
development. The following year she earned her Master’s
in Law and Social Policy.
Work History
Lowe began her career in social work at the Women
Against Abuse Legal Center (WAALC), one of three legal
centers in the United States focused solely on survivors
of domestic violence. At that agency, Lowe was the
Senior Paralegal (1988-90) and then Advocacy Coordinator
for the Emergency Services Project (1990-92). At the
WAALC, she provided crisis and options counseling to
battered women, prepared legal documents on their behalf
and served as a courtroom advocate.
In 1992, Lowe became director of Northeast Philadelphia
Victim/Witness Services, a fledging program serving all
victims of crime in northeast Philadelphia. In 1994, she
was named director of the Bilingual Domestic Violence
Project of Lutheran Settlement House in Philadelphia.
Volunteer Experience
For the past five years, Lowe has been President of the
Board of Directors for the Friends of the Lewes Public
Library. In addition to overseeing two book sales a
year, she is responsible for the annual membership
drive. Under her guidance, book sale revenues have
tripled and membership increased by fifty percent. Lowe
also is a member of the Board of Directors of the
Delaware Coalition Against Domestic Violence, serving as
Chair since 2006. Her focus with that group has been on
strengthening the Board and engaging in strategic
planning for the agency.
