Michael J. Rawl, Principal
Earlier in his career, Michael worked as a journalist, advertising copy writer and corporate executive in the Washington, DC area. Before forming Horizon in 2001, he managed a series of family, corporate and community foundations, including the Intelligent Electronics Foundation, Sanford Foundation, Mid-Shore Community Foundation and Chester County Community Foundation. Rawl opened the southern Delaware office for the Delaware Community Foundation and serves as executive director of the Greater Lewes Foundation. He is a graduate of the University of Maryland.

Mark Chura, Executive Director, Horizon Construction Services
Mark brings extensive nonprofit and construction experience to his role as Director of Horizon Construction. After nearly 20 years as a senior staff person overseeing building projects for DNREC, Mark worked for Schell Brothers, a major regional construction firm. He then served as executive director for two statewide land preservation organizations before helping form Horizon Construction in 2016.
Since then, HCS has overseen nearly $30 million of nonprofit projects, each benefitting from Mark’s personal care and attention to quality, detail and cost.
During the last several years, Chura assisted Horizon clients with site acquisition for the Lewes Public Library; the complete renovation of the Lewes History Museum facility; new entrance roads, parking and event facilities for Fort Miles Historical Association and, design and expansion of the Lewes Senior Activity Center. Mark is also working on infrastructure and construction planning for the new Sussex Montessori School. We recently completed major renovations to the iconic St. Peter’s Episcopal Church in Lewes and are beginning plans for a new church community center.

Heidi Nasstrom Evans, Ph.D., Senior Associate, Research and Development
Heidi Nasstrom Evans is a Senior Associate at Horizon Philanthropic Services. She previously worked as Chief Curator at the Milton Historical Society where Ms. Evans created the well received exhibit “Walking into Greatness: Bryan Stevenson.”
Prior to her work at MHS, Evans was an administrator and a professor at the Smithsonian-Corcoran College of Art and Design’s Masters Program in Decorative Arts and Design History, which she helped found in 1997.
She is on the Board of Directors of the Delaware Museum Association and holds a Ph.D. in American Studies from University of Maryland, College Park.
With Horizon, Evans has helped conduct a feasibility study for Delaware Public Media/NPR. curating exhibits for the Fort Miles Historical Association Museum and conducting research and copywriting for the DeVries Monument and AME Cemetery projects.

Pamela A. Costanzi, Senior Associate
A native of Wilmington Delaware, Pam spent memorable summer vacations at the beach in Lewes, sailing, crabbing, swimming in the Bay and riding her bike from the beach to Second Street. After retiring last year, Pam is thrilled at the opportunity to put her 30-plus years of fundraising experience in the Philadelphia area to work helping GLF preserve the critical open spaces that remain in the town we all love.
Pam learned of the Open Space Alliance in 2018 and committed financially to helping Greater Lewes Foundation preserve the valuable lands that were quickly vanishing.

A creative designer for Horizon, Ray possesses a strong passion for design and client satisfaction that fuels him to deliver innovative concepts from start to finish. Ray earned his bachelor’s degree in Art/Graphic Design from Towson University and has been in the design industry for more than 20 years. He has worked with many coastal Delaware organizations and strives to not only design for them, but build long-lasting relationships. His specialties are logo design, business identity and branding, marketing materials and print advertising.
