Construction project planning and execution
We started Horizon Construction because our clients were paying too much to use higher priced commercial construction firms for their projects.
By combining all required services under one competent, experienced project manager, we’ve been able to save clients up to 30% on project costs, ranging from plan consulting and architectural and engineering design to actual building and remodeling. These services include:
- Oversee facility planning
- Develop conceptual design
- Develop schematics
- Prepare project budget estimates
- Handle local, county, and state agency permits and negotiations
- Complete construction documents
- Solicit bids and contract for construction
- Oversee construction
We currently provide services for:
Lewes History Museum

Lewes Senior Activity Center

St. Peter’s Episcopal Church

Sussex Montessori School

Mark Chura, Director – Horizon Construction Services
Mark brings extensive nonprofit and construction experience to his role as Director of Horizon Construction. After nearly 20 years as a senior staff person overseeing building projects for DNREC, Mark worked for Schell Brothers, a major regional construction firm. He then served as executive director for two statewide land preservation organizations before helping form Horizon Construction in 2016.
Since then, HCS has overseen nearly $30 million of nonprofit projects, each benefitting from Mark’s personal care and attention to quality, detail and cost.
During the last several years, Mark assisted Horizon clients with site acquisition for the Lewes Public Library; the complete renovation of the Lewes History Museum facility; new entrance roads, parking and event facilities for Fort Miles Historical Association; design and expansion of the Lewes Senior Activity Center. Mark is also working on infrastructure and construction planning for the new Sussex Montessori School. Horizon recently completed major renovations to the iconic St. Peter’s Episcopal Church in Lewes and are beginning plans for a new church community center.
